Scout Website Now Live Ahead of October 15 Launch

Seminole County residents now have a one-stop shop for everything they need to know about Scout, the County’s new on-demand transportation service.

The website is live and ready to guide users through the details — explaining how to apply for discounts, identify their service zones, and follow a step-by-step tutorial on setting up an account and adding payment methods.

The launch comes as the community begins getting its first look at the vehicles. Seminole County Board of County Commission Vice Chair Andria Herr joined Ambassadors last Thursday in Sanford to preview the service and explain how it will work.

“This a gamechanger,” Commissioner Herr said. “There’s no more worrying about how you’ll get to the bus stop, how long you’ll be waiting or if it’ll come.”

A soft launch is underway in the Lake Mary and Monroe zones, with service expanding as the October 15 official start date approaches.

Residents planning to ride are encouraged to begin building their rider profile now by downloading the Ride Freebee App from their app store.

Rolling Hills Set for Major Upgrades with Park and Roadway Improvements

More than 100 residents attended a community meeting Thursday about the Rolling Hills Community Park & Roadway Improvements Project. Hosted by Seminole County’s Public Works Engineering and Parks & Recreation, the gathering introduced the Construction Manager at Risk (CMAR) for the project.

The property, formerly the Rolling Hills Golf Course, will be converted into a public park with new recreational amenities. Roadway improvements in the area will also address multi-modal needs, enhancing safety and access for pedestrians, bicyclists, drivers, and transit users. The Rolling Hills Area Corridor Improvements Phase 1 includes planned improvements along North Street.

During the meeting, the contractor shared construction plans and details on what residents can expect as work progresses. The contractor anticipates breaking ground in late 2025, with visible work beginning for the community in 2026.

Code Enforcement Moves to County’s Development Services Department

Starting October 1, all Code Enforcement functions will move from the Seminole County Sheriff’s Office to the County’s Development Services Department. This change is designed to streamline coordination between building, planning and development, and code regulation services.

Ahead of the transition, Seminole County Manager Darren Gray administered the Oath of Duty to the new Code Enforcement officers during a ceremony Thursday.

The Code Enforcement Division will be responsible for enforcing codes related to:

• Property maintenance
• Land development
• Building construction and other codes

Code Enforcement’s Mission is to protect and enhance public safety and quality of life in unincorporated Seminole County through solutions-focused enforcement.
